Overall, did your Savage act differently before you had the checkup? Did the shop give you a listing of procedures done in the tune-up? (If not, ask them to tell you what they did.)
I would think that if the carb was having "bad petrol" problems, it would happen at all speeds, not just higher speeds. It also seems that the engine wouldn't run smoothly, either, at any speed if the gas was jellied. Cleaning the carb is not hard, but I'd suggest you get a manual (factory or Clymer) to show you how to remove and disassemble it. There are lots of small parts in there and lots of patience is required as some parts are delicate and easy to ruin if you're not careful. Can you find another shop to take a look at it?
